Both groups of business leaders held their meetings at the Links Club in Manhattan. The March Group’s founder – Alcoa CEO John Harper – suggested that the two groups merge. They did, retaining the Business Roundtable name and adopting the March Group’s broader policy scope. The organization hired full-time staff to oversee co-headquarters in New York and Washington.

The CEOs’ nonpartisan approach helped Business Roundtable gain trust on both sides of the aisle and led to some early policy victories. Between January and June 1978, Business Roundtable helped the Carter administration pass sweeping civil service reforms, defeated the creation of a large, overreaching Consumer Protection Agency bureaucracy, and partnered with the small business community to defeat an anti-business bill.

"events_repeater__body__YY8BK": "On February 18, 1981, President Reagan unveiled his Program for Economic Recovery. Business Roundtable praised Reagan’s package as a “bold attempt” to deal with inflation, high taxes, and excessive government regulation. Business Roundtable also acknowledged apprehension about the potential harm of rising budget deficits without cuts to federal spending. The Economic Recovery Tax Act, the legislative vehicle for Reagan’s revenue reductions, passed with Business Roundtable’s help. But it quickly became clear that the divided Congress would not cut domestic spending. Breaking with the Administration, Business Roundtable took a new position soon thereafter that some of the President’s tax cuts would need to be deferred. On September 3, 1982, Reagan reluctantly signed tax cut rollbacks into law.

As the U.S., Mexico, and Canada worked toward a new agreement, which improved some of NAFTA’s key provisions, Business Roundtable launched an initiative to advocate for the new agreement in Congress.
